Support failover/high availability/redundancy/backup instances for the CONNECT To PI Agent

Please allow the CONNECT To PI Agent to have redundant/backup instances, similar to PI Collectives for the PI Data Archive, UniInt failover for PI Interfaces, and the failover of AVEVA Adapters.

Automatic Configuration Sync between failover adapters
