Virtual Table UI pages should use a cohesive time zone; All UTC or all local/client time

Currently, fields on the Virtual Tables main page and Job History page use different time zones. This introduces unnecessary confusion and complexity when troubleshooting issues and checking on the state of a table.

e.g. On the Virtual Table main page, Last Refresh Time is local/client time. On the Job History page, the job Run Time, Created, Last Modified, and Update times are in UTC. Job Interval then shows local/client time.

Preferred presentation is for all to be in the same time zone, either UTC or local time.
